Regarding the commentary's 'Namely, when a mind arises, functions manifesting before one in accordance with the mind,' here there are three levels of mastery: Above, it explained that distraction and agitation cannot bind, which is mastery in entering concentration; second, in this section, entering whenever one wishes to enter and emerging whenever one wishes to emerge is mastery in entering and emerging, which means neither concentration nor distraction can bind, namely the flourishing mind clarified at the beginning of the bhūmi; third, from 'Great compassion and skillful means' onward, mastery of taking rebirth, whereby the retribution result is unhindered. The treatise says: 'His thick, deep-mindful intention manifesting this accomplishment refers to the eighth mind among the ten kinds of deep mind at the beginning of the bhūmi.' In the present sūtra, this corresponds to the vigorous mind; therefore, the treatise explanation above says, 'Moreover, not taking rebirth through the power of dhyāna and liberation,' which the commentary explains as 'only fulfilled upon completion of the bhūmi,' referring precisely to this.
