疏「定者難度」等者，此約非乘及與二乘各於自分而已定者。大乘若定，更不須度，是故不言定者易度。

Regarding the commentary's phrase “The determinate are difficult to cross over,” this refers to those of the non-vehicles and of the two vehicles who are already determinate within their own allotments. If those of the Great Vehicle are determinate, they no longer need to be crossed over; for this reason it does not say that the determinate are easy to cross over.
