Fourth, just as in the great ocean all the dragons, fishes, and the like are together brought forth and born within the ocean, this sūtra is also like this: it can explain that within the ocean of the minds of all sentient beings, in a single thought-moment there are immeasurable Buddhas who arise in the ocean of sentient beings' minds, appear in the world, and attain equal and perfect awakening. As the 'Chapter on the Manifestation of the Tathāgata' in this sūtra states: 'Sons of the Buddha! A bodhisattva-mahāsattva should know that in his own mind, in thought-moment after thought-moment, there is always a Buddha attaining equal and perfect awakening. Why is this? Because the Buddhas, the Tathāgatas, do not depart from this mind in attaining perfect awakening. Just as it is with one's own mind, so it is with the minds of all sentient beings.'
