經曰：「所以者何」，次釋第二徵也。既有鳥演法音，何以非實罪報也？

The sūtra says: "Why is this?" Next, the second [part] explains the inquiry. Since there are birds expounding the sound of Dharma, why are they not genuine retributions of sin?
