Below, the Buddha explains it. The first two lines are explained together in one place: first explaining the first line, next explaining the second line—the text is clear and understandable. From "For this reason" onward, it addresses both of the previous two to explain their inability to advance toward wholesome dharmas. Therein, it first explains in general that the icchantika has no mind to advance toward the good; from "What is..." onward, it clarifies it specifically: first explaining wholesome dharmas; from "advancing toward nirvāṇa" onward, it brings up the good to reveal the evil, explaining that there is no advancing [toward the good]. From "This place" onward explains the third line: "This place is to be feared, meaning slandering the true Dharma" brings out what is feared; from "Who should..." onward brings out the person who fears. From "Why?" onward explains why other people do not give rise to fear, but only the wise: "Because a person who slanders the Dharma has no wholesome mind and expedient means"—having no wholesome mind highlights having no practice, and [having no] expedient means explains having no understanding. From "Rugged and evil" onward explains the fourth line, referring to heading toward conditioned practices of birth and death.
