初中，先明法興所由，「由有智者解佛密語，如波羅奢」下辨明經法衰廢所由，由無敬信加情不學。前中初法，次喻，後合，下總結之。法中但彰如來密語甚深難解，略不明其智者能解，喻、合等中皆具論之。

In the first part, it first clarifies the causes of the flourishing of the Dharma: "It is due to the presence of wise persons who understand the Buddha's secret words"; from "Just like the palāśa..." downward, it explains the causes of the decline and obsolescence of the scriptural Dharma: it is due to a lack of reverent faith, with the added disposition not to learn. In the former part, first is the Dharma, next the simile, then the matching, and below concludes them generally. In the Dharma, it merely shows that the Tathāgata's secret words are extremely profound and difficult to understand, omitting to clarify that wise persons are able to understand them; in the simile, matching, and so forth, they are all discussed fully.
