In the third round, there are distinctly four clauses: First, the Tathāgata's admonition and prohibition, that anyone transmitting the sūtra must not under any circumstances expound it improperly: 'not at improper times' means that when observing that sentient beings before one are distressed with worries, afflicted with illness, or greedily attached to various desires, and have no intention to seek [the Dharma], one must not expound it for them; 'not in improper lands' means that it must not be expounded in Hīnayāna lands; 'not uninvited', etc., is understood directly from the words; 'not destroying the Dharma' means that neither side may mutually criticize and disparage each other; as for 'not expounding it out of flaming attachment to worldly phenomena', it means that one must not instruct others to study and practice this sūtra to seek worldly fame and profit. Second, it explains that from improper times down to flaming attachment, worldly ridicule and scolding are produced. Third, it causes others to fall into hell. Fourth, the Tathāgata concludes with scolding.
