第二段中，初先略明如來悲普，正法弘廣，「怨親等」下十三復次廣顯悲普。第三段中，有五復次，比挍度量以顯佛勝，令王必去。

In the second section, first he briefly explains that the Tathāgata's compassion is universal and the true Dharma is vast; from "foes and friends alike" onward, thirteen clauses of "Furthermore" extensively reveal his universal compassion. In the third section, there are five clauses of "Furthermore," comparing and measuring to reveal the Buddha's supremacy, causing the king to resolve definitely to go.
