In the second round, first is the simile and then the application. In the simile, 'like a king... up to consulting ministers on what the law is' illustrates drawing near to a good friend: the king illustrates the practitioner; wishing to cultivate and rectify one's practicing mind in accordance with the correct Dharma is called 'governing according to the law'; wishing to cause one's own practice to emerge from hindrances and be secure is therefore called 'causing the people to be peaceful and happy'; asking the friend about the meaning of practice is called 'consulting wise ministers on what the law is'; from 'The ministers then...' onward illustrates hearing the correct Dharma: expounding the practice and dharma of past buddhas and conferring it is called 'explaining with the former kings' ancient laws'; from 'The king, having heard...' onward illustrates binding mindfulness and reflecting; from 'governing according to the law' onward illustrates practicing as taught. The following application can be known.
