自下第二以生當善說性為有。「是斷善人以現煩惱能斷善根」明現不生。「未來性力還生善根」彰生在當。此第二竟。

From here below, the second part explains that the nature is "had" because of producing future wholesomeness. "This person who has severed wholesomeness, because of present afflictions, is able to sever wholesome roots" clarifies that it does not arise in the present. "The power of the future nature will again produce wholesome roots" reveals that its arising is in the future. This completes the second part.
