經曰「說是語時」以下，第二眾發願。此中二：初眾發願、後佛記生。是初也。百千匝者，為顯不離百千生也。

From the sūtra's words 'When this was spoken' onward, this is the second part, the assembly making vows. Here there are two: first, the assembly makes vows; second, the Buddha confers a vyākaraṇa of rebirth. This is the first. 'Hundreds of thousands of circumambulations' is to show that they will not be separated for hundreds of thousands of lifetimes.
