From where the sūtra states "At that time the Dharma King appears..." onward is the fourth, the supreme goodness of the king and ministers. Here there are two parts: first, the supreme goodness of the king; second, the supreme goodness of the ministers. Within the first, there are also two: first, discerning the superiority of primary fruition; second, the superiority of circumstantial fruition, which can be understood accordingly. Regarding the "seven treasures": because the wheel-turning king guides and transforms only through dispersed good, causing the fruition obtained by people to reach the six desire heavens, the seven treasures are formed rather than six or eight. Regarding the "wheel treasure": it is a golden wheel, for the *Attainment of Buddhahood Sūtra* calls it the "golden wheel treasure." The *Ekottarika Āgama* states: "Complete with a thousand spokes, it comes in response from the eastern direction." Regarding the "elephant treasure": the *Ekottarika Āgama* states, "At that time the elephant treasure comes from the southern direction, having six tusks, adorned with gold and silver, and able to fly through the empty sky." Regarding the "horse treasure": the *Ekottarika Āgama* states, "At that time the horse treasure comes from the western direction, with bluish-green hair and a vermilion tail, moving without shifting [its rider], and able to fly through the empty sky." Regarding the "jewel treasure": it is the wish-fulfilling jewel (cintāmaṇi). The *Ekottarika Āgama* states: "It comes from the eastern direction, has eight corners, displays fiery radiance on four sides, is one foot six inches long, and at midnight illuminates that realm for twelve yojanas." The *Great Attainment of Buddhahood Sūtra* says, "three cubits in length." It is explained: here too there are differences in size, so there is no contradiction. Regarding the "woman treasure": the *Ekottarika Āgama* states, "The jade woman is upright and dignified in appearance, with a face like a peach blossom, neither tall nor short, neither white nor dark, her mouth fragrant with the scent of utpala flowers, her body fragrant with sandalwood," meaning she attends to the king's sides without missing the proper times. Regarding the "treasury-keeper treasure": this is the treasure that guards the treasury. The *Ekottarika Āgama* states: "When the wheel-turning king appears in the world, there is immediately a householder treasure whose body is red in colour and who has attained the divine eye. This householder addresses the king, saying: 'May the sagely king's lifespan extend without end.'" Regarding the "military treasure": this is the commander of the army treasure. The *Ekottarika Āgama* states: "When the wheel-turning king appears, the fourfold army naturally comes in response."
