七、已辦地，即是三乘之人，體色、無色愛即真，發真無漏，斷五上分結，七十二品盡也。斷三界惑究竟，故言「已辦地」也。

Seventh, the ground of what has been done: this is when people of the three vehicles comprehend the craving of the form and formless realms as identical to the real, bring forth genuine outflows-free [wisdom], and sever the five higher fetters, completely exhausting the seventy-two grades. Having severed the delusions of the three realms definitively, it is therefore called the 'ground of what has been done'.
