「眾人不請」下，三釋歎化他。眾人不請初二句，此釋化他之心為護法城也。菩薩悲誓豈待祈請？如寇賊圍逼，連官大將救其危急，何待城內來祈請也。

From "unsolicited by the multitude" onward is, thirdly, the explanation of the praise of converting others. The first two lines, "unsolicited by the multitude," explain the mind of converting others as "for the sake of protecting the citadel of Dharma." How could the bodhisattva's compassionate vows wait for entreaty? Just as when bandits surround and press in, a commanding general comes to relieve their peril—how could he wait for those inside the citadel to come and entreat him?
