From "Why is this so?" down, second is recounting the reason for his incompetence. It was due to explaining the characteristics of the vinaya for two monks without according with their capacities and the principle. The text has two parts: first, the two monks' doubts upon violating precepts; second, the Foremost explaining for them. As for the first part: whether what the two monks violated was light or heavy is unknown; if it was light, why would they not dare to ask the Buddha? If it was heavy, there is no text of repentance in the vinaya, or it was an expedience for a grave offense. A master once saw a sūtra that said: There was a monk lying out in the open in an araṇya; a woman gathering firewood saw him and stealthily committed an illicit act. The monk awoke from sleep and suspected he had violated the first grave offense. Another monk became angry at this woman, wishing to strike and frighten her away, and she fell into a pit and died. The monk felt doubt in his mind, fearing he had violated the precept against killing; feeling ashamed before the World-Honoured One, they dared not ask him, and thereupon requested Upāli to resolve their doubts. The aforementioned explanation that the ten great disciples together assist the Tathāgata in propagating the ten Dharma gates—the meaning lies right here.
