七、明淨佛國土，二：初、通釋。荊溪云：淨佛國土者，淨土正當菩薩之行，他消經文都無此旨，今此從於權行者說。若從未顯本，示為小乘。實行說者，爾前未曾與物結緣，故便法華初得記已，須更修於淨土之行。

Seventh, explaining the purification of the Buddha-land, in two parts: first, a general explanation. Jingxi says: Purifying the Buddha-land is precisely the practice of a bodhisattva; other explanations of the sūtra text have completely missed this intent. Here, this is spoken from the perspective of practitioners of expedient means. If spoken from the perspective of not yet manifesting the fundamental, they are manifested as the small vehicle. If spoken from the perspective of real practice, because prior to that they had not formed karmic bonds with sentient beings, even after first receiving prediction in the Lotus Sūtra, they must further cultivate the practice of the pure land.
