1.60

四、有無者，一、三乘眾中無獨覺眾；二、四部眾中無苾芻尼眾；三、二王之中無輪王眾；四、六趣之中無地獄眾；五、三界之中無上二界眾。然準下文，欲色界天人，妙幢菩薩室復俱來會，有色界眾。又第十末有苾芻尼眾。問：說《仁王般若經》有獨覺眾并無色天，說《法華經》有二種王，謂金輪、粟散，說《陀羅尼經》有地獄趣，此會何無？答：或略不論，據實應得有。如苾芻尼，〈序品〉不列，舊《金光明》總不列眾，豈可無耶？二云：尼及色界初雖不列，下文說有。獨覺、輪王、地獄、無色，上下文無，或時未熟或不能行，故無餘也。

Fourth, regarding presence and absence: First, among the assemblies of the three vehicles, there is no assembly of pratyekabuddhas; second, among the fourfold assembly, there is no assembly of bhikṣuṇīs; third, between the two types of kings, there is no assembly of cakravartins; fourth, among the six destinies, there is no assembly from the hells; fifth, among the three realms, there is no assembly from the upper two realms. However, according to the text below, the devas and humans of the desire and form realms also came together to assemble at the chamber of Bodhisattva Ruciraketu, so there is an assembly of the form realm. Furthermore, at the end of the tenth fascicle, there is an assembly of bhikṣuṇīs. Question: When the Benevolent Kings Prajñāpāramitā Sūtra was spoken, there was an assembly of pratyekabuddhas along with the formless heaven; when the Lotus Sūtra was spoken, there were two kinds of kings, namely gold-wheel-turning kings and petty millet-scattered kings; when the Dhāraṇī Sūtra was spoken, there was the hell destiny; why are they absent from this assembly? Answer: Perhaps they are omitted without discussion, but in fact they should be present. Just as with the bhikṣuṇīs, they are not listed in the 'Prologue Chapter', and the older Suvarṇaprabhāsa does not list the assembly at all, yet how could they be absent? A second answer: Although the bhikṣuṇīs and the form realm are not listed initially, the text below states they are present. Pratyekabuddhas, cakravartins, hell beings, and the formless realm are absent from both the preceding and following text; perhaps their timing was not mature, or they were incapable of going, so the rest are absent.
