5.659

經　「『「若於自國中，見行非法者，如法當治罰，不應生捨棄。是故諸天眾，皆護持此王，以滅諸惡法，能修善根故。王於此世中，必招於現報。由於善惡業，行捨勸眾生，為示善惡報，故得作人王，諸天共護持，一切咸隨喜。」』」

The sūtra states: / "'"If within his own realm / he sees one who acts unlawfully, / he should punish them according to the Dharma; / he should not give rise to neglect. / Therefore, the hosts of devas / all protect and sustain this king, / because he extinguishes all unwholesome phenomena / and can cultivate wholesome roots. / The king in this present world / will inevitably incur a visible retribution. / Because, regarding wholesome and unwholesome karma, / he acts, refrains, and exhorts sentient beings, / in order to display the retributions of good and evil, / he therefore becomes a ruler of men; / the devas together protect and sustain him, / and all rejoice accordingly."'
