答先正揀非，言非觀察等者，蓋了妄想無自性為無，不同彼分別對有言無。蓋彼以分別妄想為生法之因，如因角有無而起分別，故云「以依角生妄想」。言離異不異者，異謂依角而起有無分別，不異謂角無分別。離此見故，故云「非觀察不生妄想言無角也」。

In the answer, he first corrects the error, saying 'it is not that by observing...': this is because understanding that vikalpa is without svabhāva constitutes nonexistence, which is unlike their discrimination in speaking of nonexistence in contrast to existence. For they take discriminating vikalpa as the cause for the arising of dharmas, just as discrimination arises dependent on the existence or nonexistence of horns; hence it says 'because vikalpa arises based on the horns'. In speaking of being 'free from difference and non-difference', 'difference' means that discrimination of existence and nonexistence arises dependent on horns, and 'non-difference' means that horns are without discrimination. Because one is free from this view, it therefore says 'it is not that by observing non-arising vikalpa one speaks of the nonexistence of horns'.
