2.123

於百千劫者，此明初地菩薩被加之所以。次第諸地下，自淺至深也。譬如自在下，重出灌頂事也。若不如是則不能見者，總結反顯也。

'Over hundreds of thousands of kalpas' clarifies the reason why the bodhisattva of the first stage receives empowerment. From 'gradually proceeding through the stages' onward describes going from the shallow to the deep. From 'just like [the abhiṣeka of] a sovereign' onward reiterates the matter of abhiṣeka. 'If it were not so, he would not be able to see them' concludes generally by showing the negative corollary.
