Since the characteristics of mastery of the tenet and of teaching were already spoken of earlier, why are they spoken of again here? Previously they pertained to the three vehicles, whereas here they belong solely to the Buddha. Furthermore, previously it was a request made on behalf of the assembly, whereas here the Buddha explains it spontaneously. When it says "foolish ordinary persons," etc., it means that these two dharmas are never absent in ordinary persons, but because they are turned about by delusion, they do not recognize them in their entirety. "Turned around" means that because they are deluded about themselves, they turn inward and turn outward, clinging exclusively to realms such as external marks appearing from their own mind, and also clinging to provisional verbal teachings; hence they are unable to clearly comprehend the pure marks of mastery intrinsically detached from the catuṣkoṭi in the tenet of their own mind. Thereupon Mahāmati brings forward this request. Saying "will not find any flaw" means: if one masters the tenet but does not master teaching, the flaw lies in converting and guiding others; if one masters teaching but does not master the tenet, the flaw lies in one's personal practice. When both are mastered, there can be no flaw.
