悉攝摩訶衍者，謂上四法普攝一切大乘之法。反而言之，一切佛法亦遍攝此之四法也。

'Completely subsume the Mahāyāna' means that the above four dharmas universally subsume all teachings of the Mahāyāna. Conversely speaking, all Buddha-dharmas also universally subsume these four dharmas.
