This answers the third question. The Tathāgata's vows to deliver sentient beings are inexhaustible; he responds without deliberation and preaches without preaching, hence it is said: 'without reflection and without investigation.' Indeed, because his ultimate correct knowledge completely reflects the Dharmadhātu like a mirror manifesting images, why should he wait to deliberate before preaching the Dharma! Furthermore, 'the four stages of dwelling' and so on means that the ultimate fruit is exhausted. That which is severed is the two hindrances; that which is transcended is the two kinds of death; that which is realized is the Dharma gate of the two kinds of selflessness. How could this be the doing of an Emanation Buddha?
