"The characteristics of the remaining bhūmis" means that those who cultivate practice according to reality use the power of wisdom skillfully and expediently to discriminate the characteristics of the various bhūmis. "Determining the meanings of phrases" means thoroughly penetrating the meanings of all phrases. "Good roots matured" means having broadly accumulated good roots before boundless Buddhas so that they are supreme. "Free from the false and deceptive conceptualizations that appear from one's own mind" means not falsely discriminating what appears from one's own mind, and being able to know it. Mountain forests are places for cultivation; practitioners of lower, middle, and higher capacities, though unequal, are all able to see the flowing stream of false conceptualization of their own minds. Therefore, the Buddhas of immeasurable lands confer abhiṣeka upon them, and they then attain the samādhi of autonomous supernormal powers. Known to all, they are the retinue of the bodhisattvas. Knowing all the realms traversed by mind, mentation, and mental consciousness, they are able to transcend the ocean of birth and death of karma, craving, and ignorance. Thus it admonishes cultivators that they should draw near to them and study according to reality. The phrasing of this passage of the sūtra is obscure, and earlier commentaries have many differences; here it is explained according to the clearer portions of the Tang translation.
