If anyone fails to comprehend that the Tathāgata's speaking is itself non-speaking, and claims that he teaches dharmas that fall into letters, they are slandering the Buddha and slandering the Dharma; hence it says, 'this is false speech.' [The Buddha] then tells Mahāmati: 'I, as well as the Buddhas and bodhisattvas, have never spoken a single word nor answered with a single word.' This is because it is free from the nature of letters. 'Not without expounding meaning to benefit [beings]' means that he does not fail to expound in accordance with appropriateness to benefit sentient beings. Yet speaking is itself non-speaking; if one says that there is speaking, it is merely the vikalpa and discrimination of ordinary fools. Basing on principle, words are cut off; adapting to conditions, it can be spoken, and speaking becomes the teaching. If there are conditions and one does not speak, the doctrine of the teachings will not be established. If the teachings are not established, then practitioners of the Mahāyāna and Hīnayāna will have no share in cultivation and realization; in such a case, who would be the deliverer, and who would be the delivered, so that capacity and teaching could be established?!
