"Foolish ordinary people engage in affairs through vikalpa, but the noble ones do not; unreal vikalpa is like a gandharvanagara and illusory people. Mahāmati, just as in a gandharvanagara and with illusory people, various beings and merchants go out and enter, and foolish people in their vikalpa claim they truly go out and enter, yet in truth there are no goers-out or enterers, only on account of their vikalpa. In this way, Mahāmati, foolish ordinary people give rise to the delusion of non-arising and non-cessation, but they also have neither the conditioned nor the unconditioned; like the birth of an illusory person, in truth there is neither arising nor cessation, because svabhāva and lack of svabhāva are both nonexistent. All dharmas are also like this, being free from arising and cessation; foolish ordinary people fall into what is not as it truly is, giving rise to the vikalpa of arising and cessation, unlike the noble ones."
