就僧坐中，聽有立者，除被治人；以是所為作羯磨者，不足僧數。餘有所為，坐乞如法，文義明說。

Among those seated in the saṃgha, those permitted to stand exclude the person being disciplined; because he is the one for whom the karman is being performed, he does not complete the saṃgha quorum. For all other matters, begging [a request] while seated is according to the Dharma, as explicitly stated in the textual principles.
