二明欲法。就中分三：初明與法，二明失法，三明遇緣成不。就初又分二：前明與法，二明說法。

Second, clarifying the procedure of chanda. This is divided into three sections: 1. Clarifying the procedure of granting [chanda]; 2. Clarifying the procedure of losing [chanda]; 3. Clarifying validity or invalidity when encountering conditions. The first part is further divided into two: first, clarifying the procedure of granting; second, clarifying the procedure of reporting [to the saṃgha].
