二就制教以明者。僧令懺悔，改迹便止。上品之徒，見影依道；下流之類，拒逆僧命，不肯從順，無慚無愧，破戒犯失，續作不止。自非治罰，何由可息？如似遲驢，必加楚罰；則有七種調伏，及惡馬治、默擯、不與語等。

Second, explaining with respect to the regulative teaching: The saṃgha orders them to repent; once they change their ways, it stops. Those of superior capacity follow the path merely upon seeing the shadow [of the whip]; those of the lower sort resist and oppose the saṃgha's command, refuse to comply, are shameless and unconscionable, break the precepts and commit violations, continuing without end. If not for punishment, by what means could they be stopped? Just like a slow donkey, which must be subjected to the punishment of the whip, there are seven kinds of taming, as well as the punishment of a wild horse, silent expulsion, not speaking with them, and so forth.
