比佛法東流，多不行此；若聞正說，反生輕笑；薄濫佛法，自穢淨心。有過之徒，實當此罰；反用俗法，非理折伏；相雖調順，心未悛革。致使聖網，日就衰弱。文云：非制而制，速滅正法。斯言允矣。今舉彼微言，重光像運；有力住持眾主，準而行之。

Lately, as the Buddha-Dharma flowed east, this has mostly not been practiced. If people hear the correct exposition, on the contrary, they produce slighting laughter; treating the Buddha-Dharma lightly and carelessly, they defile their own pure minds. Those with faults truly deserve these punishments; yet instead, worldly laws are used to subdue them unreasonably. Although the external appearance is tame and compliant, their minds have not altered or reformed. This causes the sagely net to weaken day by day. The text says: 'To enact what is not an enactment quickly extinguishes the True Dharma.' These words are truly accurate! Now I cite those subtle words to revitalize the semblance age; let leaders of communities with the power to uphold [the Dharma] conform to and implement them.
