In the Dharmaguptaka Vinaya: Whenever one wishes to punish and accuse someone, one must personally possess the two sets of five virtues, as in the pravāraṇā procedure. Moreover, the three grounds must be fully understood; the community, high and low, must be of one mind to perform it together; and the offender must give consent, after which one accuses him. It is fully as explained in the root Vinaya under the section on suspension procedures. If one violates the above rules and accuses without knowing the proper time, it will instead give rise to disputes. Therefore the text says: 'Do not frequently accuse others of offenses, for fear of destroying the True Dharma.' Yet if the above requirements are fully met, and one lets him off without punishing him, that will also destroy the True Dharma.
