Next, fifth, explaining suspension for not seeing an offense. Expounding the four matters perversely, calling the Dharma non-Dharma, and saying what is an offense is not an offense. Or not believing in the two causes of good and evil that bring the two fruits of suffering and pleasure; with wrong views harbored within, obstructing the path of training. Either due to not understanding the teachings, or knowingly and deliberately offending. When the saṃgha asks why he does not see the offense, he answers that he does not see it; the saṃgha then suspends and charges him, performing the discipline of suspension for not seeing. In order to subdue him and make him follow the Path, he is temporarily cast outside the assembly, not sharing in saṃgha affairs; this is designated as 'suspension'. Performing this true procedure to discipline the person who does not see his offense is therefore called 'suspension for not seeing'. The Dharmaguptaka Vinaya states: For these three suspended persons, let it be carried out in a place where there are bhikṣus; if in a place without bhikṣus, it must not be revoked.
