若有違僧制者，當具委示云：「佛以戒法精妙，上人行之；我等修學，漸染而已。但以時代澆薄，教所不施；故佛令立如法僧要，勸同隨順。《地持》亦云，若護僧制等；故不依隨，違教得罪。今有某事，與制有違，願隨謫罰，應同僧法；亦使將來有犯者，為作鑑戒因緣。」云云而述。

If someone violates a saṃgha regulation, one should explain to him in detail, saying: 'The Buddha regarded the precept methods as subtle and refined, practiced by superior people; we who practice and learn are merely gradually imbibing them. However, because the times are degenerate, the teachings cannot be fully applied; therefore the Buddha instructed us to establish saṃgha agreements that accord with the Dharma, encouraging all to comply. The Bodhisattvabhūmi also says that one should safeguard the saṃgha's regulations, etc.; therefore, failing to follow them and violating the teachings incurs an offense. Now you have committed a certain matter that violates the regulation; we hope you will submit to the punishment and comply with the saṃgha's rules; this will also serve as a cautionary precedent for those who might transgress in the future.' Thus one expounds at length.
