三父母大臣，信樂不信樂，俱聽；律文如此。餘汎俗人，生福信樂，聽去；無信，不聽，必有力生信，義應開往。

Third, parents and ministers of state, whether having faith and joy or not having faith and joy, are all permitted; such is the Vinaya text. For other ordinary laypeople, if they generate merit, faith, and joy, one is permitted to go; if they have no faith, it is not permitted. If there is certainly the capacity to generate faith, by principle it should be allowed to go.
