Precept 16: Carrying sheep's wool beyond the limit. Four conditions: First, it is fine sheep's wool, excluding the base kind. The Vinaya says: wool from the head, neck, and feet incurs no offense. The Mahāsāṃghika-vinaya: carrying camel wool, otter fur, or pig bristles incurs an越 [offense]; completed utensils incur no offense. The Pañcavargika-vinaya: permits using camel wool to stuff mattresses. Second, it is one's own property. Third, carrying it oneself. The Mahāsāṃghika-vinaya: shared by three people, each carrying it up to nine yojanas, those carrying heavy burdens all commit offenses. Fourth, the Dharmaguptaka Vinaya: If when traveling on the road one reaches a place with sheep's wool, one who needs it should take it. Carrying it oneself up to three yojanas, one must have someone else carry it thereafter to that place, and midway one must not assist; if one carries it, a duṣkṛta. Ordering the four assemblies, such as bhikṣuṇīs, is also a duṣkṛta. If carrying other robes, such as hemp, etc., it is all a duṣkṛta. If carrying other articles affixed to the tip of a staff, it is also a duṣkṛta. If carrying down-stuffed articles, down ropes, and wool from other places, or making caps, cloths, etc., there is no offense.
