Precept 15: Not patching a sitting mat. Five conditions: first, previously possessing an old sitting mat; second, making another new one; third, for oneself; fourth, having no intention to patch it with the old one; fifth, completing it immediately constitutes the offense. This corresponds in four permutations to the one among the later ninety [pāyattikas]: first, making a new one of proper measure without patching, which violates this precept; second, making from the old one exceeding the measure, which violates the later precept; the other two permutations can be inferred accordingly. In the Vinaya, when making a new sitting mat, if the old one is not ruined and has no holes, one should take it, wash it, dye it, treat it, and pull it taut to stretch it; cut out a piece one span long and wide to patch onto the new one, either at the border or in the center, in order to spoil the color. It only says it must be patched, not specifying felt or cloth; any of the ten kinds of robes is universally permitted. The Mahāsāṃghika-vinaya: felt made square, one span. When taking the old felt, one must not take it from those of little learning who break the precepts, those with no learning, those who live in damaged rooms without repairing them, those of bad reputation, those of nihilistic views, those estranged from the two masters, those who do not like to consult and inquire, or those who do not distinguish Māra's affairs; taking it must be the reverse of the above. It should not be pointed or skewed, concave or convex, lacking corners, perforated or ruined, or greasy; when attaching it, make it properly square or round. The Sarvāstivāda-vinaya-vibhāṣā says: If there is no long piece, a short one should also be used. The Samantapāsādikā says: As for the old one, down to having been sat on once, it does not need to be patched. Non-offenses in the Vinaya: cutting from the old one to patch; if one has nowhere to obtain it and makes another new one (one must certainly have a place to obtain it, as in the Vinayas and treatises above); if another makes it for him; if obtaining what is already completed; or if making it purely from the old one, there is no offense.
