Precept 27: Seeking a rainy-season robe too early and using it too early (the two precepts are formulated together because both concern acting too early). Seeking it too early is constituted by five conditions: (1) it is a rainy-season robe; (2) one seeks it too early; (3) it is for oneself; (4) the other party gives it; (5) receiving it constitutes the offense. Using it too early has four conditions: (1) it is a rainy-season robe; (2) it is obtained during the proper season; (3) one receives it too early; (4) using it too early constitutes the offense. The Dharmaguptaka Vinaya states: 'Among the ten kinds of robes, [this is the one] a monk takes to bathe in the rain. He should seek it on the sixteenth day of the third month, and use it on the first day of the fourth month. If he seeks and uses it prior to both [proper times], it constitutes an offense requiring forfeiture.' The Mahāsāṃghika-vinaya states: 'One must not formally determine this robe to serve as one of the three robes; one must not perform vicarious relinquishment [of it]; one must not wear it into rivers and ponds to bathe; and one must not use it when it rains only slightly. One must not be naked, but should wear a loincloth or wear other old robes. One must not wear it to perform various tasks; if eating in the open, one should hold it up as a screen.' The various teachers had never seen this robe, and thought it was like the screen used in puppet plays. We now do not follow this; it is draped and worn just like the three robes. The Mahāsāṃghika-vinaya states: 'It must always be draped to bathe when it rains heavily; if the rain stops early and one is covered in sweat and grime, one may wear it into other waters to wash.' The Sarvāstivāda-vinaya-vibhāṣā states: 'On the sixteenth day of the third month one should seek it and make it, up until the fifteenth day of the fourth month it is likewise. As for the manner of keeping it, one may use it to carry things on the shoulder while bathing and traveling. It is twelve feet long and six feet wide. Because it rains often in the summer, it is used to protect the three robes; if walking on the road one senses rain coming, one takes this robe and covers one's body with it; if caught in heavy rain on the road, one must take off the three robes, fold them, store them away, and wear this robe to walk in the rain. One also wears this robe when bathing in the open. The term 'bathing robe' is comprehensive: because it absorbs moisture, it is called a 'bathing [robe]'; it is not only worn for washing and bathing. If one wears other robes to bathe, one must lightly sprinkle this robe with water to make it damp; one must not leave it dry, [otherwise] one commits a duṣkṛta, because this is a bathing robe.' The Mahāsāṃghika-vinaya states: 'It is used on the first day of the fourth month, and must be relinquished on the fifteenth day of the eighth month.' The Pañcavargika-vinaya states: 'If after the time limit has passed one does not make it into another robe, formally determine it, or vicariously relinquish it, and does not give it away to someone, it is a duṣkṛta.' The Mahāsāṃghika-vinaya states: 'When the time comes, one chants: 'Let the venerable saṃgha listen! Now the saṃgha relinquishes the rainy-season robe,' saying it three times. One must not let it reach the sixteenth day (according to this, when receiving it one should also make a general announcement).' Regarding non-offenses in the Vinaya: if one has relinquished it for another use, wears it to bathe, washes it, or stores it away.
