Fifth: being free from danger to celibacy. That is to say, if there are maidens, widows, hidden treasures, abundant tiny insects on land or water, or many evil companions living together—such matters are all conditions for violation. The text states: 'If I dwell here, it will surely obstruct my pure practice.' The Buddha said: 'Depart immediately because of this matter.' According to this, it refers to the lower three classes; their essence is deportment. Natural precepts are not allowed [to be broken]. Among the prohibitory precepts, some are to prohibit evil, some concern minor matters, and some use what is minor to prevent what is grave; if they are not allowed, the opposite of the above can be known. The Vinayamātṛkā states: 'Offenses have three aspects: first, the circumstance; second, the prohibition; third, the repeated prohibition. Discriminating between the relaxed and the strict across these three places—this is called a Vinaya master.'
