The Vinayamātṛkā states: Having been permitted to expound the twelve divisions of scriptures, wishing to reveal this meaning, one may still have doubts: if one wishes to expound the text in order, the assembly is large and the text is vast, and one fears giving rise to weariness; if one abstracts fine phrases to expound directly, one does not know how it should be done. The Buddha said: 'One is permitted to cite essential words and marvelous phrases from the sūtras to directly reveal their meaning.' The Nirvāṇa Sūtra states: If anyone upholds, reads, recites, copies, or explains them, they must not do so at improper times, in improper lands, without being invited, with a light mind, slighting others, praising oneself, expounding wherever one happens to be, or expounding such that the Buddha's Dharma is extinguished while worldly dharmas flare up. Why? Because expounding the Dharma at improper times, improper places, and so forth causes countless people to die and fall into hell, making one an evil friend to sentient beings. The Saṃyuktaratnapiṭaka Sūtra states: Expound the seven kinds of giving that do not diminish wealth for laypeople: first, eyes; second, pleasant countenance; third, words; fourth, body; fifth, mind; sixth, seats; seventh, dwellings; each having its own retributions, inexhaustible even through buddhahood. The Mahāprajñāpāramitā-śāstra states: After the Buddha expounded the Dharma, he always instructed the bhikṣus to enter meditative absorption; what he himself spoke, he also practiced personally. The Mahāsaṃnipāta Sūtra states: If the four noble truths are realized in a single thought-moment, then for all sentient beings one would expound a single practice and a single dharma. However, because their various causes and conditions for being subdued are not identical, he expounded various dharmas, differentiating the eighty thousand aggregates of Dharma.
