問：此教誡非羯磨法，何須取欲？答：此集僧之誡授，不來者犯罪。準《僧祇》：若尼老病等緣，不能聽教授；雖無羯磨，教授義通，佛令說欲。乃至自恣使還，準說可知。

Question: This instruction is not a karman procedure; why must chanda be gathered? Answer: This is an instruction for an assembly of the saṃgha; those who do not come commit an offense. According to the *Mahāsāṃghika*: "If a nun is unable to hear the instruction due to old age, illness, or other conditions, although there is no karman, the principle of instruction applies universally, and the Buddha ordered that chanda be declared." Even when the messenger returns from pravāraṇā, it should be understood according to this explanation.
