三中，初明往告。若下，次示二座餘不須問。準《僧祇》者，前云若上座若次座應誦等。

In the third part, it first explains going to announce it. From "If…" onward, it next indicates that for the two elders, no others need be asked. As for "relying on the Mahāsāṃghika-vinaya," it was stated earlier: whether the sthavira or the secondary elder, they should recite, and so forth.
