差法中，初科，前明簡德。文令上座差選，或堪能羯磨者，隨作亦得。不下，定處。由世濫行，故須指破。

In [the section on] the appointment ritual, the first heading earlier clarifies selecting virtues. The text orders the senior monk to select, or whoever is capable of karmavācanā may also do so as appropriate. From 'not' below, determining the place. Because worldly practice is corrupt, it must be pointed out and refuted.
