一人法中，初文，前明備具者。由本眾法，無人乃開；故辦所須，擬同大眾也。若下，作法。可解。

Under the procedure for one person: in the first passage, what was previously clarified regarding full preparation means that since this is originally a Saṅgha transaction and only granted when no one is present, one therefore prepares what is necessary, intending to be equal to the grand assembly. The text from "if..." onward deals with the performance of the karma, which is understandable.
