The Commentary on the Vinayadvāviṃśatividyā-śāstra states: 'Announcing first at the beginning of summer' is to let the Saṃgha observe him, as he will be known over time. What is observed consists of five [qualities]: not being busy with many affairs, because he single-mindedly guards the robe; not being prone to negligence and loss, because the Saṃgha relies on him; not coveting wealth, because he does not act for the sake of this robe; possessing loving-kindness and compassion, because he pities the community; and being fond of generous giving, because he causes others to gain benefit. Question: Does the robe-holding person himself obtain the benefits? Answer: He merely holds it and does not receive it; therefore, he does not obtain the benefits. Question: If the three robes are not of themselves complete, what happens at the time of reception? Answer: The Samantapāsādikā says: 'The bhikṣu holding the robe relinquishes the saṅghāṭī he himself received and puts on the kathina robe. He goes and announces to the sthavira: "I hold the saṅghāṭī-kathina in accordance with the Dharma."' (According to this, after the previous robe is relinquished and declared clean, the kathina is received and held through an additional ritual procedure.)
