次科，初明開制。不得說道德者，遮其詞，免作留難。若不共作，令彼經宿，不成受故。所以下，示意。諸佛贊者，能使得利，安樂修道故。論云：昔有佛名蓮華，有弟子名須闍多，作迦絺那衣未成，故與諸比丘共作。

In the next sub-heading, first it explains dispensations and prohibitions. 'One must not preach about the Way and its virtues' cuts off his speech to avoid creating delays. If they do not make it together, causing him to let the night pass, the reception would not succeed. From 'the reason why' downward, it indicates the intent. That which is praised by all Buddhas is because it causes [monks] to gain benefits and practice the Way in peace and happiness. The treatise says: 'In the past, there was a Buddha named Padmatra; he had a disciple named Sujāta. When he had not yet finished making the kathina robe, he made it together with the bhikṣus.'
