In clarifying non-exhaustiveness: This blocks worldly doubts that say, "The correct teachings of the Tripiṭaka are doctrines that must not be altered; why, when citing them, should there arbitrarily be selection and rejection?" Therefore this explains it, and still cites proofs. First, it clarifies the intention behind selecting: those that "can enter the essential" are those that pertain to the present transactions. From "From... onward," it points to what was left over. Gathering the essentials and subsuming [the rest] is the central purport of the manual; cross-evaluating proliferating passages is precisely what is avoided now, hence it says, "This was not the intention of the manual." From "Therefore" downward, it cites proofs: first, it cites the root Vinaya, which appears in fascicle thirty-four; next, it cites the Vinayamātṛkā, whose text appears in fascicle six. Both arose because bhikṣus preaching the Dharma to people were unable to speak extensively, and having informed the Buddha, he permitted it. The Vinaya text cites it in full; the treatise omits the words of inquiry. "Essential" means precise, appropriate, and comprehensively inclusive; "marvelous" means skillful and fitted to capacities.
