次科《婆論》，初明立制。乃至下，顯制意，上明不許見聞。文唯明見，聞可例同。大小者，過重輕也。若下，明不許說。

In the next section from the Sarvāstivāda Vinaya Vibhāṣā, it first explains the establishment of the prohibition. From 'even up to' onward, it reveals the intention of the prohibition: the passage above explains that seeing or hearing is not permitted. The text only mentions seeing, but hearing may be analogized to it. 'Major and minor' refers to whether the fault is heavy or light. The passage beginning 'If...' explains that speaking is not permitted.
