In citing texts: First, the Mahīśāsaka-vinaya clarifies that the person conferring chanda instructs the transmitter. (According to this, when transmitting chanda for another to the saṅgha, one must take a voting stick on their behalf according to how many there are. Nowadays, many do not know this.) Next, two passages from the Mahāsāṃghika are cited. First, it explains that the conferrer selects an object who is capable. From 'That...' onward, next, it explains that the receiver assesses his own suitability. (According to this, receiving chanda requires selecting someone refined and clear; according to the Karma Commentary, if one possesses the precepts but is confused in understanding, he is not permitted to hold chanda.) Observing these two passages, they also do not explicitly state speaking individually; yet careful entrustment and refined selection are intended to make the names known in the saṅgha, not tolerating carelessness; taking this intended meaning proves that speaking collectively is improper.
