In "Citing the proofs": Both passages speak in terms of self-confession, which manifests that the prior determination is reliably grounded. In the Mahīśāsaka-vinaya, the mention of confessing offenses is general, but must refer to the four severe offenses [pārājika], because it proves that the essence is invalid. "The converse of the above" means not confessing them oneself. In the Daśādhyāya-vinaya, "commencing to take" means in a screened place; "having taken, gathered" means in the midst of the way or in the Saṃgha. Laypeople are the same as those mentioned above who could originally not receive it; novice monks do not count towards the quorum; "not a bhikṣu" refers to the above two individuals. This shows that at the time of declaring it, the statement is not uniform.
