唱人中。律使舊住者，一往且據諳練方所，準《業疏》云：律制堪能，豈局主客；斯為通論，固可依承。未下，委示唱者唱之方便。要在親矚，不唯誦文。

In [the section on] the person who chants: As for the Vinaya having a long-standing resident do it, this tentatively relies upon someone familiar with the locality. According to the Karma Commentary: "The Vinaya stipulates competence; how could it be restricted to host or guest?" This is the general view and may certainly be followed. From "not yet..." onward, it shows in detail the Chanter's preparatory steps for chanting. The essential point lies in personal observation, not merely reciting the text.
